CBI FILES A CHARGESHEET AGAINST THEN PRESIDENT, MEDICAL COUNCIL OF INDIA

The Central Bureau of Investigation has filed a chargesheet in the Court of Special Judge, Anti-Corruption, CBI Cases, Lucknow against the then President, Medical Council of India, New Delhi & Professor & Head of Deptt.,Neurology of Medical College, Ahmedabad(Gujrat); the then Additional Inspector, Medical Council of India, New Delhi; Chairman of Bareilly-based private Institute of Medical Sciences; Director(Admn) and Dean, both of said private Institute for violation of MCI norms & regulations in a case related to renewal of permission for admission in MBBS.

 

The instant case was registered U/s 120-B r/w 420 of IPC and Section 13(2) r/w 13(1)(d) of Prevention of Corruption Act, 1988 against the then President, Medical Council of India, New Delhi and others.  It was alleged in the FIR that the then President, MCI, New Delhi and the then Members of the Executive Committee i.e Additional Inspector, Medical Council of India, New Delhi; Professor of Medicine, Patna Medical College, Patna; Professor of Forensic Medicine & Dean, Indira Gandhi Govt. Medical College, Nagpur entered into criminal conspiracy with each other and with the Management/Owners of Bareilly-based private Institute of Medical Sciences,  & others. In pursuance thereof, the accused accorded renewal of permission for the admission of 5th batch of MBBS students in the said medical college against all existing norms and in gross violation of Medical Council of India regulations to cause undue favour to the private college & its owner.

 

The investigation revealed that the accused had entered into a criminal conspiracy and  suppressed the short-coming regarding the strength of faculty members & other clinical matters.  One of the accused had dishonestly issued Forms 16 even in respect of those doctors who were not full time faculty members in private college & not drawing their monthly salary from the Bareilly-based college. The other accused got fake & forged residence certificates prepared for doctors who were falsely shown as permanent faculty members/residents.The officials of Bareilly based private college influenced accused to submit favourable inspection report on the basis of which the Bareillty-based private college got approval of Central Government.
